A plain-English definition of Montgomery County, Maryland's General Fund and why it is not the same as every dollar in the budget.
Last updated: 2026-05-19
Independent and unofficial. Source-linked term.
The General Fund is the main operating fund for Montgomery County Government.
It is used for financial resources that do not have to be accounted for in another fund under law, county policy, or accounting rules.
Why It Matters
Many broad county services depend on the General Fund, but the county budget also uses special revenue funds, enterprise funds, grants, school funds, capital funds, and other fund types.
Common Misunderstanding
The General Fund is important, but it is not the whole county budget. A number from the General Fund should not be treated as the total budget unless the source says that is what it represents.
